Robert Rizzo, the city manager of a 40,000 people little town from California, called Bell, is the highest paid municipal employee in California.

He earns more than 770,000 dollars a year, twice the salary of President Obama and will probably be the highest paid pensioner in the state. And he is not the only one: Bell Police Chief Randy Adams earns 475,000 dollars a year and the salary of Assistant City Manager Angela Spaccia is 375,000 dollars a year. This is all happening in a city where the average citizen earns around 28,000 dollars a year and 17 percent of the population lives in poverty. Ali Saleh, the founder of the community group Bell Association to Stop the Abuse, says that back in 1993 Robert Rizzo was one of the lowest paid city managers in the state of California.

Now he is the highest paid, and all of his money come from raising utility taxes, property taxes and a 70 million dollars bill for fixing the parks which have never been fixed. Rizzo received raises of more than 12 percent annually, and the council members earn 100,000 dollars a year for doing part time work, compared to others from California that earn around 4,500 dollars for doing the same job. Rizzo will probably be forced to resign or fired and will become the most well paid pensioner in California, with a pension between 709,607 and 884,000 dollars a year.
