WikiLeaks supports exporting terrorism theory

The WikiLeaks website published a secret CIA memo called “Red Cell” warning that the United States started to be seen as an exporter of terrorism because of al Qaeda’s interest in American recruits.

This document is the latest secret memo published by the same website that released last month more than 70,000 secret military documents regarding the war in Afghanistan.  The website threatened to release 15,000 more documents although Pentagon declared that the documents might endanger the lives of the sources and exposed sensitive intelligence secrets to enemy fighters. The CIA memo published a few days ago by WikiLeaks did not appear to expose any state secrets and the purpose of the Red Cell reports is to provoke thought, not to disclose secret policies. This one addressed the hypothetical question about what will happen if the United States allies start seeing America as a nation whose citizens are operating outside its borders to carry out acts of terrorism. It says that the United States might lose support from allies to cooperate on terrorism and that foreign governments might draw out United States citizens suspected of carrying out extremist acts abroad.

The U.S. citizens suspected of carrying out extremist acts abroad. States that the first concern was that al Qaeda is trying to infiltrate operatives into the United States to conduct terrorist attacks, but it is possible that they are searching for Americans to operate outside the United States borders. Al Qaeda and other terrorist groups admit that the Americans can be very valuable in terrorist operations overseas because they are harder to detect. They do not enter the category of the typical Arab-Muslim and they can easily communicate with leaders through internet or other means. The CIA tried to minimize the significance of the information from the website and declared that the people that write for Red Cell are asked to take up hypothetical scenarios and present alternate views opposite to the mainstream thinking. Spokesman George Little says that the Red Cell’s theories are designed to provoke thought and present different points of view from the ones of the government. The report sais that there were Americans involved in alleged plots in Pakistan and India and claims that the American export of terrorism is not a recent phenomenon.

It also sais that the United States had support from allies on extradition requests after the 11th of September terrorist attacks, but that can easily change. If America was seen as an exporter of terrorism foreign governments could request information on United States citizens or the secret transfer of a terrorism suspect abroad. The refusal to cooperate with foreign government regarding extradition might lead to other governments turn to secretly extracting citizens from the United States territory. This may lead to potential obstruction of U.S. efforts and gave the example of an Italian case against CIA agents who were accused of kidnapping a terrorist suspect from Milan and taking him to Egypt where he claims having been tortured during the investigation
